Human Resources Manager, (HR Mngr II), Minimum Salary: $49,396 per year, USC Aiken Human Resources
Under supervision of the Assistant Director of Human Resources, serves as the primary contact person in the USC Aiken Human Resources Office for all Hire Processing (FTE, temporary, summer, etc.), Payroll transactions, Miscellaneous HR actions, and serves as the university’s timekeeper. Considerable knowledge of basic payroll (to include time/labor and FLSA rules) and hiring procedures. General knowledge of principles and practices of human resources management and applicable state and federal laws and regulations. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Must be proficient in Microsoft Office (Word, Excel, Access, etc.) and competent in spreadsheet and database management software packages as well. Excellent written and verbal communication skills, strong organizational skills, and creative problem solving are required. Occasionally, overtime may also be required. Must be able to work efficiently in a fast-paced environment while providing excellent customer service. Must be able to demonstrate patience in dealing with people. Minimum Requirements: Bachelor’s degree and 2 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and/or experience. Serves as the primary contact for PeopleAdmin at USC Aiken. Manage the temporary (both faculty & staff) recruitment process in conjunction with area admins from postings to hiring proposals ensuring accuracy and submitting to Columbia HR. Create offer letters for all FTE Staff. Process hiring proposals for all FTE employees (both faculty & staff) and submit to Columbia HR. Ensure corresponding documentation for all new hires, internal transfers, promotions, or reassignments are included as needed. Prepare post hiring job folders to include EEO reports, attestation forms, supportive hiring documents, etc. as needed to maintain compliance with policy and procedure. Provide new and ongoing training to Administrative Assistants on HR hiring processes/forms. Track end dates for all positions and appointments and process accordingly in order to maintain business continuity.

Troubleshoot issues with USC’s Payroll Department when necessary. Train new supervisors and admins on the system and their responsibilities/timelines, etc.
